The Roadmap2030 Report provides a very practical action plan to support the Habitat III process and New Urban Agenda into implementation. It shows how all municipal and city governments, citizens, civil society, academia, faiths and the private sector could work in partnership, with the support of nation states, at the required speed and effectiveness, to mobilize, redirect and unlock the transformative power of trillions of dollars of private funding resources and expertise to deliver on sustainable development objectives, Sendai Disaster Risk Reduction Framework and COP21 outcome in urban areas and build the New Urban Agenda. It also provides an action plan for national governments to create the enabling environment for this plan to succeed. It is written to apply to every urban area in the world. The second aim for the Roadmap2030 report is to be a comprehensive resource to provide links to existing programs, networks and support resources which can enable progress to be made more quickly in collaboration in all countries. The aim is to keep this Roadmap updated live online up to and beyond Habitat III as valuable new work emerges. It is aligned with the contents of Habitat III New Urban Agenda Zero Draft.
The critical element of this plan is the deployment of TEST’s unique, already prototyped, open-source urban-rural integrated planning and investment software tool resilience.io, coupled with innovative financing models that together enable infrastructure investment to be risk assessed and scaled. resilience.io has been prototyped in the Greater Metropolitan area of Accra GAMA in Ghana, thanks to funding from DFID, for investment in the Water, Sanitation and Hygene sector. The work has enabled an investment plan to be developed to enable GAMA to reach SDG 6 targets by 2030. The reaction of the Mayor’s office and Ministry of Local Government and Rural Development has been very positive. It enables communities to gather earth observation, economic, social and environmental data in a crowd sourced manner and build a dynamic 3D systems visualization of their region, land and sea. A game-based version for schools will enable children to explore how resources and gases flow as a result of human and ecological activity in their neighborhood and what impact this has on their local health. resilience.io is a planning and decision making tool, loaded with social, environmental and economic data. The platform will be used to drive forward SDG objectives and indicators forward using dashboards and in doing so, monitoring of success becomes straightforward. The solution aims to support the delivery of the New Urban Agenda, SDG’s,Sendai Framework for disaster risk reduction and Paris Agreement GHG emissions reduction in all urban areas of the world, benefiting 5billion people by 2050. Investors and insurers can use the platform for impact investment and procure bankable integrated solutions, thus releasing more capital. Communities can evolve their platform for the long term with continuous improvement and learning from the knowledge platform. Local government departments and private sector can access resilience.io from any device to see if decisions are driving better outcomes against international standards and national or local goals. Every dollar invested can yield greater benefits because goals are delivered faster and at lower cost. 1. Resilience.io is designed to enable any city region to target delivery of SDG objectives for the residents, by making indicators clearly visible. For example, in Accra Ghana the prototype is being used to deliver SDG 6, the key human right to water and sanitation for everyone. The progress of achieving this using the UDIF can be monitored continuously through the entire program and appropriate action taken if needed. The full resilience.io platform will enable a full range of SDG objectives for human and ecological health and well-being to be monitored in any region and action taken on any shortfalls.
2. The rollout of the platform will be able to be monitored through a central management and software release system, with all active regions using it known at all times.
3. The Urban Development Investment Fund activity can be used to assess the amount of capital being released into city regions at all times and aggregated between countries to assess national, regional and global success.
4. The populations of the regions using the platform can be assessed from the multiple uses of resilience.io in use so as to create total population numbers impacted . In addition, the social and environmental impacts from the regional investments can be assessed from the platform metrics.
Our plan is to enable everyone to unleash this process in any community in the world , leaving no one behind, building safer, healthier, more productive and fulfilling lives.
The platform architecture of resilience.io consists of (a) Core Executive for agent based modelling, spatial data and visualizations, (b) Optimization Solver modelling resource flows across process networks (c) Data Storage, Entry, Security organization mechanism (d) GIS Data for third party analysis (e) Integrated Development Environment and repository for writing and debugging code online. Open-source components mean no licensing/ownership issues. A data and algorithm library covers socio-economic, ecological and resource conversion processes, eventually with 200 process blocks, for both developed and developing country perspectives on integrated human/ecological processes. The architecture has been built for adaptation to any location from both a socio-economic, resource and ecological perspective, so bespoke models for cities and their hinterland can be developed from satellite land use plans. The first step will be to build the full platform for testing in Ghana/USA/China/EU. In parallel our associated Urban Development and Investment Fund (UDIF) model will be used for project financing. Once testing is complete, resilience.io will be released to create a single demonstration region in most SDG signatory countries, which along with a commercial Regional Implementation Investment Fund (RIIF), will be used to scale resilience.io use sustainably across all urban areas in each country by recycling the value created.
